"Sesi soluğu çıkmamak"  is an idiom. We use it when we don´t hear from someone for long time.

You are very quite [Long time no see[talk] ] ---> Sesin soluğun çıkmıyor.

The second part is a bit like a puzzle, since it is certainly mistyped, or letters are mixed .So I will just speculate on this part.

The closest possibility comes to my mind is that  a word in Azerbaijan dialect which is  " harda mısın  sen? " ---> Orda mısın  sen ? ---> Are you there ? where are you ?

So, the whole text would be something like ;

You are very quite [ Long time no see] , are you there ? [where are you ?]

While an indivudial on one hand, - to a certain extent -has a chance  of being able to escape from emotional control of groups with which  he established close ties, or from the other individuals ; or  has a chance of being able to get his/her own freedom ; on the other hand he/she loses the feeling of participation which is the result of community life in a unified society, he/she  also loses his/her moral and his/her ability of expressing himself/herself.
