What silus papers sasi? u mean the declaration papers(letters)sent to his address that calling him to the army...if u mean that and he didnt receive it,its his responsibility, he should go to see military office and has to do some processes such as health processes etc when he is eligible for the army, also if he is eligible, it is announced from speakers at the place where he was born. When he did these processes at the military office,if he is a student, he can postpone the military service.if he is not a student or any reason else to postpone the military service and he did not these processes, he became a deserter. when he was caught by military police, he was sent to the army immediately after judged.
