-DIr can be attached to verbs of nouns. Göksel and Kerslake call it generalizing modality marker. They give examples like

                           vardır ´there is/there must be´.

My interpretation is using -DIr raises the statement into a more general level. Not so strictly though that it would be used for encyclopedic information only. Look around and see for yourself where it is used.

The problem is olmadığını. It is an embedded sentence but in my opinion it may stand for both

                              (demokrasi) yok OR

                              (demokrasi eşitlik) değil.

Thus,

The definitions follow the same pattern, for instance

                          dünyanın en yüksek dağı ´the highest mountain of the world´

dünya|nın = stem + GEN

en yüksek = superlative

dağ|ı = stem + POSS sg 3rd

It is a good chance for learners to brush up their possessive constructions.

Turkish adjectives do not decline. As attributes they do not adjust themselves to the case and number of their main words. A very useful rule on all levels of learning.

If adjectives begin to decline they are not adjectives any more but they have changed into nouns. It happens also.

I think it is a typical mistake that English speakers make. And there is a reason also. They do not trust the possessive suffix because they do not have such a thing in their own language. This issue should be given more importance in text books. I often see explanations of the type "it gives you the feeling that o is someone else here". No. It doesn´t give the feeling. It is someone else.
