according to the dictionary "hem... hem..." means "both... and..." (two things at the same time).

I think that's because there's uncertainty in the statement (s/he doesn't know what s/he'd said)

I'm not an expert but I think that it's because the condition is clear from the verb and I think it wouldn't be wrong if you use "eğer" at the beginning of the sentence.
