No, here "ne ise" doesn´t mean "neyse". "neyse" means "anyway" but "ne ise" means "whatever"!

for example:

"yapamayabilirim" means "there is a possiblity that i am not capable of doing" so shotrly "i might not be able to do"

 

but

"yapamam" means "i cannot do" meaning "i am not capable of doing"

it means "son of a donkey" but it is not that offensive at all, usually men use at for joking between friends.
