I think "telgraf alındısı" is a paper which is signed by the recipient while the "telegraph message" is delivered to them, and you can translate it here as "telegraph message".

I´m curently working through a passage from Evliya Çelebi´s Book of Travels. If anyone can help out with Turkish to English translation, I would be most grateful. Here is the passage, in modern Turkish:

Yedi yıldir bir Tatar´ı sihir ile eşek yapıp, bir köşede saman ve ot yer. Ekmek de verseler yer. İnsanlara karışmaz, ağzından salyaları akar, adama aları aları bakar, hiç konuşmaz. Bazan asıl yurdu hatırına gelip eşek gibi segâh makamında Acem kerenayı gibi anırdığı vakit işitenlerin dudağı çatlar. 

For seven years he has made a Tatar behave like a donkey with magic and he has eaten straw and grass. He even eats bread if they give it. He doesn´t socialize with people, he salivates, he looks at people (aları aları ?) and never talks. When he remembers his home and starts to bray like a donkey with a segah melody like a Persian kerranay (some kind of a flute), the lips of people who hear him; crack.

Yedi yıldir bir Tatar yığıdin sihr ile hımâr edüp bir köşe-i küncde durup saman ve otluk yer. Kâhîce hâtırına vatan-ı aslîsi gelüp eşek gibi segâh makâmında Acem kerrenâyı gibi anırdıka sadâsın istiâ’ eden âdemlerin zehresi çâk olur. Hakîrin dahi ciğeri hun olup Hudâ halâs ede demeden gayri çâremiz olmadı, ammâ yine ne kâra koşsalar işler, ammâ nutuk yokdur. Bir mahbub yiğitdir.
