 My attempt is that the last part is "I am depending everything on your not forgetting"

 It shouldn´t matter.   FYI This phrase uses the more formal form of "you".   (...siniz   and sizi)

 This is literal and therefore probably not completely right.  I wonder how much Turkish people have this kind of sentinment?  My attempt:

I say that there is a big distinctiion between an "officer" and "military".  "Officers" are "career" at least in Turkiye.   The rules may be different.

You have translated this as well as I can and  I basically concur.    In first line  after "good day, how are you) it seems they ask if your meeting (talking) with Mansur was good.  Seems casual and Ok.  (DId you see him?)  Or possibly they ask if he is well.  (more probable).   I see no problems. You should proceed with your understanding. 

uymak uyumaktan  farkli söz midır?

They are are dıfferent verb.  how ıs şımdıkı zamam formed?

Firstly,  uymak is also a verb meaning to "suit" "adapt" or "use".    uyuyor is şimdiki zaman of uymak.

For uyumak I think it has to be "uyuyuyor".   IMHO.    To me "çok uyuyuyor" sounds strange. 

Maybe say "o çok kadar uyuyuyor"  He sleeps a great amount or "o uzun zaman uyuyuyor"
