Not always.

"Kişi" is talking about a "living person". "Kimse" is used to tell about when there isn´t anybody/there is nobody around the surroundings.

"Kimse" can only become "kişi" at one condition:

Her kimse (whoever, if who): Herhangi bir kişi. (Any person)

Herhangi bir kimse (somebody): Bilinmeyen bir kişi. (Unkown person)

Note: Kim + ise structure is exception and it doesn´t have a connection with this.

Turkish a phonetical language, there aren´t a lot of pronunciation rules at that language. I know that learners experience troubles with "ı" vowel and I have told about it, how to pronounce that little vowel.
